Germany signed a declaration of intent with NVIDIA to advance physical AI models and expand industrial AI use across manufacturing and related sectors.

Germany broadened its push into industrial artificial intelligence on Monday with a declaration of intent between the federal government and NVIDIA, alongside new collaboration details centered on manufacturing, robotics and other industrial uses of AI. The announcement matters because it links Germany’s industrial base and public AI strategy to a global chip and software provider at a time when Berlin is seeking wider adoption of AI across the Mittelstand and larger manufacturers, according to the source material and German government background released the same day.

Evidence and context

According to NVIDIA’s account of the event, German Chancellor Friedrich Merz and NVIDIA founder and chief executive Jensen Huang met at Kraftwerk in Berlin during the Invest in Germany Summit to discuss Germany’s AI roadmap and industrial applications of AI. The company said the federal government, the Federal Ministry for Economic Affairs and Energy and the Federal Ministry for Research, Technology and Space signed a Joint Declaration of Intent with NVIDIA earlier in the day, with the aim of advancing a joint initiative on cutting-edge AI models for physical AI. The German government’s separate 19 October 2026 announcement said the declaration is intended to advance physical AI models using German industrial data and engineering expertise, but it is a declaration of intent rather than evidence that such models have already been delivered.

NVIDIA said the cooperation builds on a longer relationship with German industry that began with gaming systems, workstations and automotive design in the early 2000s and has since expanded into autonomous vehicle development and digital twins for manufacturing. In the Berlin discussion, Merz said Germany aims to be among the most advanced places in the world for working with and integrating AI into industry, and he urged Mittelstand companies to open their doors to AI use of their data. Huang said AI would augment, not replace, Germany’s industrial capability and described the current shift as a new industrial revolution.

The government-side backdrop for the agreement is a broader policy sequence. On 3 July 2026, Germany’s Federal Ministry for Economic Affairs and Energy said Plattform Industrie 4.0 was being refocused on industrial AI with an objective of widespread adoption of data-driven and AI-based industrial applications by 2030. On 17 September 2026, the ministry said Germany had made progress toward a European AI IPCEI, with more than 150 projects selected across 19 EU member states. Earlier, on 4 February 2026, Deutsche Telekom said its Munich industrial AI factory had entered operation with NVIDIA technology and partners including SAP, showing that industrial AI infrastructure was already being built out in Germany before Monday’s declaration.

NVIDIA also said Huang announced planned investments in four German startups: Agile Robots, Avelios Medical, Mirelo and Reflex Aerospace. The company described Agile Robots as a Munich-based robotics company building AI-powered robots for manufacturing, logistics and healthcare; Avelios Medical as a Munich-based healthcare technology startup developing an AI-native hospital information system; Mirelo as a German startup focused on AI-generated sound effects, speech and music for video; and Reflex Aerospace as a Berlin-based space scaleup designing satellites ready for launch in about 12 months instead of years. NVIDIA said these investments are part of a nearly $10 billion commitment across Europe to support companies, universities and research institutions, though the source material does not break down how much, if any, of that amount will go to Germany specifically.

The same event also featured a Siemens announcement of cooperation with NVIDIA on AI-driven, autonomous factories. NVIDIA said Siemens showcased AI solutions at its Erlangen factory, where fully virtual production ramp-up was said to reduce engineering effort by up to 85% and agent-based production planning to cut costs by up to 20%. Separately, NVIDIA said its researchers used JUPITER, Europe’s largest supercomputer at the Jülich Supercomputing Centre, to run what it described as a record-breaking 104-qubit simulation of a fault-tolerant quantum computer. Those figures are attributed to NVIDIA and Siemens in the source material and should be read as company-reported technical claims, not independently verified benchmarks in the material provided.

Overall, Monday’s developments point to a tighter alignment between Germany’s industrial policy and NVIDIA’s industrial AI stack, but the immediate significance remains institutional and strategic rather than a confirmed production rollout. The verified next step supplied in the source material is the continuing implementation of the declaration of intent and related industrial AI initiatives; no dated follow-up catalyst was provided.
