Hyperliquid Bets Big on Prediction Markets With Permissionless HIP-4 Push

The announcement came through the exchange’s Telegram channel. Hyperliquid said the rollout will happen in two stages. “HIP-4 (outcome markets) will support permissionless deployment in a future network upgrade, first on testnet and then on mainnet,” the platform’s message stated.

HIP-4 lets traders bet on binary outcomes tied to real-world events, priced between 0 and 1 to reflect probability. Hyperliquid activated the product on mainnet in early May 2026 with recurring bitcoin price binaries. The exchange has since added validator-published markets covering off-chain events. Contracts settle in stablecoins and share collateral with Hyperliquid’s perpetuals trading, so users do not need a separate deposit to place event bets.

Why Permissionless Access Matters

Hyperliquid explained that opening deployment to more participants fits the scale of the market it wants to serve. “The possible universe of tradeable outcomes is vast,” the exchange said. “The number of suitable discrete events for outcomes dwarfs the number of underlying assets for perps and spot tokenization.”

Validators will control quality through a template system. Each template will define the settlement criteria for a category of market, and its specifications will live onchain. Deployers pick a template and build their market on top of it. Multiple deployers can use the same template at once.

Hyperliquid explained that validators will keep that structure tight. “Templates will be constrained by validator vote to be healthy and unambiguous public goods for the ecosystem,” the announcement read. Validators can still deploy canonical markets directly, but Hyperliquid expects those to stay rare, likely fewer than 10 per year.

Staking Rules Set the Bar High

Deployers who want to launch HIP-4 markets must stake 500,000 HYPE. That stake locks for six months, matching the terms Hyperliquid already applies to HIP-3 deployers. Validators can slash the stake if a deployer defines a market poorly, settles it incorrectly, or leaves it unsettled for more than a week.

To unstake, a deployer has to settle every market they launched. Hyperliquid flagged one consequence directly. “Particular consideration should be given to very long-dated outcomes,” the exchange said, since an open long-term market keeps a deployer’s stake locked.

Each deployer starts with an allocation of 100 outcomes, or 200 outcome tokens. Settling a market frees up that slot for reuse. Hyperliquid plans a follow-up feature that would let deployers bid for a larger allocation through an auction.

Fee Structure Still Taking Shape

Deployers will be able to set a fee share of up to 50% on the markets they launch, though the tools to configure fees in detail are not live yet. Only AQAv2 quote tokens qualify for HIP-4 markets under the current rules. Hyperliquid described all of the terms as preliminary and said it will publish updated documentation once permissionless deployment reaches testnet.

A Crowded Field With Rising Stakes

Hyperliquid enters a market that has grown fast. Combined monthly trading volume on Kalshi and Polymarket, the two largest prediction market platforms, reached more than $40 billion in June 2026, according to Dune analytics data. The collection of ten prediction markets by notional volume recorded a whopping $49.9 billion.

Kalshi did roughly $33 billion of that June total, boosted by World Cup sports contracts, while Polymarket posted a record $10.7 billion. Kalshi holds a U.S. regulatory license that lets it operate as a federally registered exchange. Polymarket has leaned on its global user base and a $600 million investment from ICE, the parent company of the New York Stock Exchange (NYSE), to pursue a similar path back into the U.S. market. So far in July, the ten prediction markets parsed by Dune have logged $38.6 billion in notional volume.

Hyperliquid’s pitch to traders rests on the infrastructure it already runs. The exchange processes large daily volume on its perpetuals markets, and HIP-4 contracts share that same collateral pool. A trader holding a leveraged bitcoin position can add an event bet without moving funds to a separate account. Hyperliquid has said its early bitcoin outcome markets outperformed comparable markets on Polymarket and Kalshi shortly after launch, though the exchange has not published fresh volume figures alongside the July 19 update.

What Traders Should Watch Next

The permissionless rollout is not live yet. Hyperliquid has only committed to a testnet phase followed by mainnet, with no date attached. Traders who want exposure to HIP-4 today can already access validator-deployed markets on the platform.

The bigger signal is structural. Hyperliquid is building a permissioned onramp, gated by a six-figure HYPE stake and validator oversight, rather than opening outcome markets to anyone immediately. That mirrors how the exchange handled HIP-3 perpetuals deployment before scaling it up. If the pattern holds, permissionless HIP-4 access could expand the range of tradeable events well beyond the recurring bitcoin markets that defined the product’s first months.
